Congratulations & success!
The Residents of Subryanville, Subryanville residents note the selective application of the law by CH&PA and other government and regulatory bodies - Stabroek News, hereby solicit the assistance of the Office of the Leader of the Opposition in reclaiming our community ground, Farnum's Playing Field, from the illegal, unauthorized and unlawful occupation by a multi-million dollar for-profit business run by Judy Ann Sugrim &/or David Sugrim and/or Mae's Schools. This illegality is being enabled by both the central government and the municipal authority.
The Mayor claims to have given permission to Judy Ann Sugrim and/or David Sugrim and/Mae's School for the prefab building, until December 2026. However, this permit has never been seen despite repeated request for the same. The full council has not yet voted on this. Subryanville's councilor, for whom the community was held in September 2025, in order to inform us of what was happening may corroborate this may corroborate this. The Mayor & City Engineer along with another councilor, now a Minister, also attended. This Demerara Waves article captures the essence of that initial meeting Subryanville residents threaten legal action over Mae’s School’s use of Farnum Ground – Demerara Waves Online News- Guyana . We have attended may subsequent statutory meetings up to December 2025 in order to receive information, but none has been received to date including this alleged permit. At no time were the Residents of Subryanville consulted about the usage of our community property.
The Registrar of Commercial Deeds, DCRA, confirmed in writing on more than one occasion that in September 2025 & October 2025 the Sugrims had no legal registration for Mae’s Schools, as the previous Mae's Schools registration had been struck off the Business Names Register in July 2025. In or around 3 November 2025 Judy Ann Sugrim and David Sugrim were issued a business name registration for the name of Mae's Schools. The legality of this registration is being challenged by the Residents on two grounds - there is a previously business name with Mae's Schools Extension and there's a previous in-time application for a Mae's Schools. The Registrar of Commerce is aware of this and even corroborates the in-time element of this inter alia, hereinunder . The complaint shall be raised at the Board of Director level soon by the Residents of Subryanville. Kindly see emails hereinunder for correspondence with the Registrar of Commerce and his Deputy.
This letter captures the education of the mind of the future generations of Guyanese kids being educated in an unauthorized, illegal and unlawful building on a community ground, Guyanese children are not only aware of bullying but learn that bullyism works - Stabroek News . The lack of good governance is leading to many community grounds and green spaces being hijacked by private for- profit businesses/individuals all associated in some format with the ruling party. You, the newly appointed Parliamentary Leader of the Opposition have been highlighting some eg.,

One individual who has acquired wealth and thereby influence, flaunts this inequality and in a residential community acquired community green space, destroyed the greenery and built prefab schools to expand profit making business. This was done despite the objection of residents and with the acquiesce of statutory govt bodies.
Despite letters written to the relevant Government agencies - Transform Farnum. And despite a central government authority issuing a cease-and-desist order for the unauthorized, illegal & unlawful prefab structure in Farnum's Playing Field, CH&PA orders halt to construction of Mae’s School after works were finished – owner – Demerara Waves Online News- Guyana. And despite, Minister of Education stating- No permission granted for prefab Mae’s School on Farnum Ground – Parag – Demerara Waves Online News- Guyana. And despite the M&CC admitting that the Residents of Subryanville were not consulted before permission was granted for one year from March 2025 - Subryanville residents threaten legal action over Mae’s School’s use of Farnum Ground – Demerara Waves Online News- Guyana. To date despite repeated requests for same, no written permission /extension for usage of Farnum's Playing Field has been seen. And to date, both central government and the municipal authority continue to permit this the unauthorized, illegal and unlawful operation of the schools in Farnum's Playing Field, a community ground. There is an allegation that the prefab building has not been constructed in accordance with the manufacturer's recommendation. This may pose a danger to life and limb of both the students and the teachers. Kindly remember that a life was lost as a result of the fire, Voshaun Manbodh, at that time the owners had no insurance for the said building. It does beg the questions - on what legal authority/documents has GPL connected the prefab building in Farnum's Playing Field to the electricity grid? Does owner/s of the prefab building now have fire insurance? Is the prima facie unauthorized electrical connection a danger to life and limb of the occupants?
Yet still the Central Government has failed to stop this flagrant lack of adherence to any rules or laws. As far as we are aware, central government has both the power and authority to shut down this illegal, unauthorized and unlawful operation of Mae's Schools in Farnum's Playing Field, Subryanville. Both His Excellency The President of Guyana & the General Secretary of the PPP/C party have been addressed on this issue. The General Secretary has responded.
