Demand for demolition of Mae's Schools following CHPA order of cease-and-desist

 Dear Town Clerk, Deputy Town Clerk and City Engineer,


Weekend wellness.

Further to the revelation in the media, CH&PA orders halt to construction of Mae’s School after works were finished – owner – Demerara Waves Online News- Guyana, that Central Housing and Planning Authority issued a cease-and-desist order to Mr. David Sugrim, the developer of the unauthorized, unlawful and illegal prefab building in Farnum's Playing Field since 6 October 2025. 

And further to the unauthorized, unlawful and illegal continuing construction work after the said 6 October 2025, as evidence in attached photographs.

And further to Mayor and City Council's recent demolition activities in the city.

The Residents of Subryanville once again call on the Town Clerk's Office and the City Engineer's Office to act on our latest demand hereinunder dated 10 November 2025.

The Residents of Subryanville DEMAND the dismantling of the prefab structure on Farnum's Playing Field.
The Residents of Subryanville DEMAND the removal of all dismantled material from Farnum's Playing Field
The Residents of Subryanville DEMAND the rehabilitation and leveling of the area where the illegal, unauthorized and unlawful prefab structure currently stands on Farnum's Playing Field.
The Residents of Subryanville DEMAND the restoration of the entire Farnum's Playing Field, Subryanville to its original purpose of a community open green recreational space.

Subject: Does the Ministry of Local Government endorse lack of transparency, lack of adherence to rule of law along with corruption?
 
Dear Honourable Minister,

Sairam greetings of Salaam inter alia.

After, the unacknowledged email hereinunder in email trail dated 16 October 2025, His Worship, The Mayor of Georgetown wrote in the media, Access to superior educational facilities remains the fundamental impetus in facilitating Mae’s school on Farnum playfield - Stabroek News. To an Attorney-at-law and also a practitioner of such standing as the Honourable Minister,  there is no need to highlight the discretionary dispensation with the necessity to adhere to rule of law, norms, practices and conventions, the lack of transparency and the prima facie corruption and/or fraudulent acts being committed - see letters in the attached pdf files to both arms of M&CC.  Coupled with the inaction, non-response and silence of Honourable fellow Parliamentarians and Cabinet Colleagues in the email trail hereinunder.

With this level of discretionary dispensation, one is left to wonder if the burnt site building in the attached photograph which now operates as schools has permission from either of the Statutory bodies, M&CC or CHPA? Due to the fact that neither the political arm of M&CC nor the administrative arm of M&CC has provided any information, the Residents of Subryanville are requesting that the Ministry of Local Government investigate the following and provide the information:
  • Does the burnt site building in Third Avenue, Subryanville, have permission from M&CC for its re-erection and/or operation?
  • The application process and procedure for permission to erect a prefab building in Farnum's Playing Field for Judy Ann and/or David Sugrim purporting to be owners of Mae's Schools and/or any other person.
  • The legal compliance of all documents necessary to process an application for a prefab building on a community playing field.
  • Does the burnt site building in Third Avenue, Subryanville, have permission from CHPA for its re-erection and/or operation? Would the Honourable Minister kindly enquire of fellow Honourable Parliamentarians and/or CEO of the Statutory body.
      
Yet fellow Honourable Parliamentarians and Cabinet colleagues bellow about Guyana's falling indices- transparency, rule of law, corruption inter alia claiming that their alleged false narratives are based on dated data, inter alia. However, not realizing that the lack of transparency, lack of adherence to rule of law and prima facie corruption occurring in this unauthorized confiscation of Farnum's Playing Field, a community ground, by Judy Ann Sugrim and/or David Sugrim, purporting to be owners of Mae's Schools for personal gain, and being facilitated by the M&CC, CHPA and other central government agencies, contribute to 2025 data. With every hope this is pellucidly understood and duly noted.
