Request for notice of Contravention of Town and Country Planning Act Chapter 20:01, Laws of Guyana

Weekend peacefulness.

Further to the 23 September 2025 email hereinunder and the swift erection of the unauthorized prefab building being developed in Farnum's Playing Field, Subryanville, the residents of Subryanville hereby demand the invocation of Town and Country Planning Act Chapter 20:01, Laws of Guyana.

The aforesaid ongoing construction of the prefab building of Mae's Schools by the developer is unauthorized by Mayor & City Council (M&CC) and also by the Central Housing and Planning Authority (CHPA). The ongoing construction site as aforesaid is currently being used for the purposes of a nursery and/or primary school in contravention of other compulsory governmental permits/certification. Relevant government ministries/agencies along with the child services department are copied herewith and notified hereby/hereinunder.

On 10 October 2018 the Central Housing and Planning Authority issued a "Notice of Contravention of Town and Country Planning Act Chapter 20:01, Laws of Guyana" against Mayfield Rodrigues and Trevor Rodrigues as Mae's School/s. The subject was the unauthorize failed attempt to have exclusive usage of a portion of Farnum's Playing Field by Mae's School/s. The current subject is the attempt to have exclusive usage of in excess 10 of the 24-house lots which comprise Farnum's Playing Field, Subryanville by the developer purporting to be Mae's Schools.

The date of the first correspondence addressed to CHPA viz a viz the ongoing unauthorized erection of prefab building being developed as Mae's School was 29 August 2025. Hard copies of this along with other emails in the trail hereinunder have been acknowledged by CHPA. To date no response nor action have been taken. The urgent and immediate action of the Ministry of Housing and Water in collaboration with CHPA and its Board of Directors to stop the unauthorized ongoing prefab & other construction on the eastern portion of Farnum's Playing Field is required.

  Dear Registrar, Sairam. Thank you for your offer to discuss this matter fully. However, the members of the Committee of Residents for Subryanville are not currently available to meet in person. This conclusion of these outstanding business name registration issues demands urgency in both attention and action inter alia. The issues which need to be clarified by the DCRA are quite simple and are as follows: Re: Business Name Registration 240986, the subject matter of an investigation at CID, as well as the document tendered to M&CC as proof of ownership of Mae's Schools by Judy Ann Sugrim and/or David Sugrim and/or their/his/her Attorney/s-at-Law Was this inadvertently or else omitted from the chronological history of Mae's Schools supplied by DCRA hereinunder and attached herewith? Kind reminder for: Demand for demolition of Mae's Schools following CHPA order of cease-and-desist

  Dear Town Clerk, Deputy Town Clerk and City Engineer, End of year wellbeing. Further to our email dated 21 November 2025 hereinbelow to which no response and/or action has been initiated. And further to the amount of cease-and-desist and/or demolition activities undertaken by the Offices of the Town Clerk and the City Engineer against illegal , unauthorized, unlawful and unapproved structures since our last email.
